People are strange things, you have to be slow but not too slow, you have to show patience but desire. Don't flood this person with all of your wishes but make it clear what your desires are.
The next steps are whether you only desire her or if you want a relationship with her(If she's capable of it with you).
If you only desire her then be close(literally) tell her that you've noticed how beautiful she was lately but don't push it, tease her about it, feign and call her something mean(but not too mean, try to be nice about cruelty) make yourself seem available then feign not to care about wanting her, show interest in her but not so much that she suddenly feels interested. So, tell her that she's beautiful, compliment her then tease her for something so it doesn't feel like you're just kissing her butt.
If you want a relationship it's the same essentially but it's done a little more slowly. Despite what they say girls don't like total honesty, don't be upfront, be casual but don't act just like a friend, don't kiss her butt but don't make her feel defensive around you, moderate, slowly and eventually, when the time is right, you'll see it in her eyes.
