If you mean for horse racing, the inside track is shorter then the outside. If you are in a horse race you want to "Hug the rail" and thus save your horse's energy.
The buckles go on the outside of your foot. You don't want any metal hardware next to the horse.

The signals to ask a horse to leg yield are: look in the direction you want to go, shift weight to outside seat bone, apply pressure from the inside leg slightly behind the girth. You use your inside leg to press the horse towards the rail, and light contact or "feel" of the inside rein to keep the bend to the inside. Sometimes it may be necessary to wiggle or "play with" the inside rein to keep your horse's attention on you and not whatever is going on out side the ring. Also, you can use what is called an "indirect rein" where you pull your inside hand back to your outside hip, but, you don't want the rein to cross over the neck, because that makes it useless.
you should go around them quietly and slowly. usually riders will wvae to let you go past. otherwise try to keep a distance and stay on the road.
