Short answer? Sheer strength! If your fingers aren't strong enough, try gripping the two interlocking "buckles" with pliers. To avoid fumbling with them in the future, remove the "buckles" from the straps and run a thin zip tie through the strap holes, then just pull the zip tie tight. You will have to cut & replace the zip tie whenever you remove the battery.
