well there should be a strap on the bottom that gos under your foot. You strap Velcro or button's should be on the inside or the back of your calf

This depends on how the half chaps are shaped and if they have a zipper. If they have a zipper, then align that properly (usually with the outside of the calf) and see where the stretch panel would be located. In most brands of half chap the panel will sit to the outside or rear of the leg. If in doubt call the manufacturer or look at their website for more details.
You don't have to wear chaps when riding, it mostly depends on where you are going to be. If you are going to be riding where there is a lot of brush you might want to wear them, just remember that if the brush hurts you it could also hurt your horse. It can also save your legs from being rubbed against the saddle.

half chaps do up at the side, gaiters do up at the back. Gaiters are normally leather, Chaps are sometimes leather, sometimes other materials, such as suade. Gaiters are used to create the effect of the traditional long boots, but only if matched in colour to your jodpur boots. Chaps are normally just used for everyday riding, to protect your legs.
