  1. Police chiefs are not generally in the habit of handing out badges, even to their friends.
  2. A badge, "registered" (not even sure what that means) or not, does not give the bearer powers of arrest. Law enforcement officers must be appointed by a law enforcement agency and certified by the state before they have police powers.
  3. If you were to try and arrest someone with just a badge, you would be subject to charges of impersonation of a law enforcement officer and possible false imprisonment. These are serious charges, often felonies.
