If they took it to pay for your college courses, that is acceptable use. But if they took the money for their own use, you can report it to the college financial aid office, to the police, and to the financial aid government office.

The financial aid package that you have been awarded at one college can not be transferred to another college. You would have to add the second college to your FAFSA (you can do this online at www.fafsa.ed.gov or by calling 1-800-4FEDAID) so that they would know that you want to apply for financial aid at their school.
