A person may join any branch of the US Military if they have a green card (they are barred from being officers however). Additionally, they must make a declaration of intent to obtain United States citizenship, and their home country must be on a list of approved countries from which foreign volunteers may be recruited into the US armed forces.

There are no US military bases in Ireland. Some US military pass through Ireland enroute to other locations, given Ireland's location on the edge of the Atlantic Ocean, making it an ideal location for airliners to stop and refuel.
