Yes believe it or not in Mexico the federal government issues passports, and in the countries where Mexico has foreign relations it is accepted as and ID. In the countries that require a visa to go in the country legally, you need a passport. If we full fill the requirements of the American State department, we can travel inside the USA, with a Mexican Passport.

It depends on your country of origin. Most First World Countries (US, Canada, European Countries, Japan, South Korea, Australia, South Africa, etc.) can enter Israel without a VISA for 90 days of tourism. Each country (usually its "State Dept.") determines its own requirements for entry. Some have mutual agreements (for various reasons) with certain other countries in which citizens of those two countries may enter each other's country without a visa. Citizens of other countries, however, may need visas to enter these two countries. A lot of it depends on politics, as well as security. Some of it has to do with geographical & "cultural" proximity and courtesy. For instance, people from Canada wouldn't need a visa to enter the USA, nor would a foreign born person with a green card. Some European Union citizens are granted entry without a visa as well. But citizens of most other countries do need one.

In the days when Europeans took over and colonised parts of Africa there were very few African countries, let alone countries with an organised structure. The British, French, Spanish, Belgians and Portuguese all had armies and colonial civil services that could literally 'create' colonies from unorganised wilderness.
