you can go outside of the box and get your government to assist so you could get grants and funding later for the ore serious injured and or for more TLC in the future. Independently owned shelters don't usually last more than a few years because it is very expensive to operate costs and not to forget fuel and other bills plus the up keep.
You will need Dr.s and aides/attendants and a light maintenance crew as well.
If the government gets involved, then be sure to run a tight ship and keep the place spic and span [cleaned].
