Any type of extraction is surgical procedure. It exposes bone and tissues which need to heal. Most dentists should be able to remove it. But some dentists in the US may refer you to a specialist.
Here in Mexico we do these type of extraction regularly. A dental instrument which resembles a pennant,( > ) is used to pry the pieces out.
