The water pump is going bad.
you need to get a wrench and turn the bolt (relieve the pressure on the pulley) on the tensioner pulley and remove the belt then turn bolt (relieve the pressure on the pulley) to reinstall it. The tensioner pulley is the one that is not your A/C pulley not your alternator pulley and not your crankshaft pulley its the only one that's left no hoses or plugs going to it. not sure how to explain it.
That is the temperature at which the cooling fans are coming on, this is common for newer cars. It is not a problem, and should not cause you concern.
Using a movable pulley is known as using it to 'advantage'. The line going to the movable pulley contributes towards the force acting on the load. A line going to a fixed pulley, only serves to change the direction of the force.
If the compressor is going out it can cause the belt to squeel as it's harder to turn the pulley when enged, or you could just need a new belt
If the Chevy Celebrity radiator is smaller that the Saturn radiator it might well overheat from not enough cooling capacity. If the Chevy Celebrity radiator is the same size or larger than the Saturn radiator I would think it would not over heat.
The pulley is like a wheel with a string going on one side going up and around then down the other side. When you pull one side it lifts the load that is on the other side rises and when you let go the load dropps. PEACE OUT! ={)
If you mean the pulley and the shaftit is mounted on, Yes! A loose belt on the pulley doesn't necessarily mean anything but a need to adjust the belt tension.

If your car has a serpentine belt it will have a tensioner pulley. A tensioner pulley is easy to spot. All of your bolt on accessories i.e. water pump, alternator, a/c compressor etc. will have a pulley to run each one. There will be 2 other types of pulleys, a idler pulley and a tensioner. The idler pulley will be a single stationary pulley with a bolt going through the middle and the tensioner pulley will be on a spring loaded piviot.
I am going to guess, the cooling system wont quit bubbling in your Chev Caprice (or similar) ? Usually indicates a blown Head gasket or cracked head.
You will need a 1 1/4" wrench, and a holding device for the pulley. If ther is nothing physically wrong with the fan, don't bother with it. If you think the clutch is bad- better make sure. The only place to get a good new one is from the dealer at a cost of about $1000.00. Sure, you can get one from the parts store, but it isn't going to work the way you want it to. You will end up with a noisy fan.
A single sheeve pully has only one wheel a multiple sheeve pully has more than one wheel.
