If they are very long and are stopping him/her from eating/drinking or appears uncomfortable then yes. Go to a vets and get it sorted out. To avoid it happening again give him/her toilet rolls to chew on, a chew toy or anything that will wear his/her teeth down.

Don't cut it.
Usually a hamster will not need its claws cutting. It is defiantly advisable to take the hamster to the vets if you think they need cutting. When they are cut they should be cut just above where the pink of the hamsters skin ends. This should defiantly not be done with out the correct equipment as it can be very painful for the hamster if he is cut down to his skin. The claw is too long if it curls round.
