The height of a 20 month old Fox trotter will vary due to genetics, sex, nutrition and health. A horse should be about it's full height at 2-3 years old and then fill out and mature up to 6 years of age. So the colt should be nearly 80%-90% of it's full height by now.

when a horse is born, it is approximately 1 meter tall. Every month it should grow about 3-5 inches until it turns 4. It will then grow only about half an inch or less each month. When it turns 6, it should be completely full grown. [Ummm, not too sure about that answer above. I have never met a horse that was already 18.3H by the time it turned 1yr old?!]
There really isn't an average height for a 16 month old boy. They vary in heights, and you should not be concerned about his height. Boys usually grow majorly and importantly at 13 anyways. :)
