If you live in a suburb area where there are a lot of houses (not considered rural), your county may have statutes/laws against allowing bees to nest (or have bee hives). Check with the county. Whether or not there is a regulation, talk with the nieghbor first and explain your concerns. If he doesn't want to be the one to take care of the problem, you could offer to do it for him. You both win that way.
