If a potential attack target appears or disappears after the attack is declared, but before the damage step, then a 'replay' occurs. A replay is the continuation or discontinuation of the attack - the attacker is allowed to continue the attack (against a new target if it wishes, or sometimes it might have to choose a new one) or it can forfeit its attack completely for that turn.
So, the opponent declares a direct attack, and you respond with CotH. CotH will resolve and summon a monster, causing a replay. The attacking monster may continue its attack, however it is not possible to perform a direct attack now, so will have to attack the newly summoned monster. Or, it can cancel its attack for that turn.
No part of Call of the Haunted or Royal Decree affect a monster's ability to attack. The Sangan will be able to attack as normal.
No part of Call of the Haunted's activation prevents monsters from being tributed. Of course, if you activate it in your opponent's turn, you could only tribute the monster for a spell speed 2 effect or trigger.
As a trap card, you cannot activate it on the turn you Set it. However you can activate it in any turn after that, including your own, if you wish.
Just because Call of the Haunted was selected, does not in any way stop it from being chained. Greenkappa is unable to destroy a target that has flipped before Greenkappa's effect can resolve, but will still destroy the other one if that remains face down.
The effect of Call of the Haunted that destroys the monster it summons, is not something that 'activates'. Because it does not activate, there is nothing for Stardust Dragon to chain to.
Basically, when you special summon a monster with 1500 or less ATK with cards like marauding captain, call of the haunted, or monster reborn, you can activate this card when your opponent has a face-up monster to special summon all copies of that monster. Your opponent can special summon all copies of his monster too, but that's a rare chance IMO.
Yes! You can activate Call of the Haunted to get a monster in the same position from your Graveyard as it was when destroyed. That will allow your monsters to protect you and keeping your life points safe
