Not necessarily. Some rabbits have a very nervous temperament, and it takes a lot of patience and tender, loving care to bring them out of their shell. If your rabbit used to be more friendly and her fearfulness is a new thing, it could be caused by illness, or a traumatic event (something that happened to frighten her terribly). Any change in behaviour can indicate illness, so you should observe your bunny closely for other signs of ill-health, and bring her to a vet for a thorough examination.
