I had a 96 that would not start on rainy and wet days. Changed the cap, rotor, and wires, and that solved the problem. On a wet day after dark, pull off the engine cover and crank the motor and look for sparks around distributor and wires. If my guess is correct, you should see quite a bit of arching.
