If erect than yes it is perfectly normal; you are just going through puberty very quickly
If not erect, this means that it is in your genetics probably your male family members have large penises as well which is also normal

∙ 12y agoThere is nothing wrong with that. it is unusual that you have such a large penis at 13, but it isn't unnatural or impossible. its just that it grew faster than most, and it is likey that it will not grow anymore, and if it does, then not by much. youre honestly very lucky, because most don't get to 8 inches
