Well, there isn't much information provided, with just 5 Feet tall and 105 pounds. But for this answer, I will assume that you are someone with a smaller body frame.

For your legs, 21 inches around is quite large, so I will assume that is your thigh.

Unfortunately, there is no such thing as "spot fat removing," but there is overall fat removal. Our bodies are designed to store fat as energy for survival, and usually the first place the fat is stored, is in our abdominals, which is why several people struggle to find that elusive six-pack.

But in your case, the fat is probably stored FIRST in your legs, which means the rest of your body should be quite lean.

Assuming that you ARE 5 feet tall and 105 pounds, with a smaller body frame. You are in the VERY LOW region of your weight class. 104-115. Any lower, and you'll be nearing your essential body fats (fat needed to survive.)
