Ranging Tzzhaar's in their city behind rocks is a good place, but they drop obsidian items rarely though, but they are moderate value, better than a Rune Chain.
Why is RuneScape not allowed at school?

You must have confused something. If you train fishing, your level in fishing will eventually INCREASE, you won't lose any levels. Nor will you lose levels in any other skills - the level you have will only depend on your total experience.
