It was moved because after the outbreak of the Civil War and the secession fo Virginia, the capital of the Confederacy was moved from Montgomery, Alabama, to Richmond. And because of its proximity to Washington, it became a prime target from Union military actions

The Civil War occurred between 1861-1865 which answers why Richmond was chosen as Capitol of the Confederacy not why the capitol was moved from Williamsburg in 1779.
