The confederacy was formed when the Southern States seceded from the Union in 1861, thus starting the Civil War

Jefferson Davis
In February of 1861, the Provisional Confederate Congress passed a bill that Jefferson Davis signed into law declaring that the navigation of the Mississippi River was to open for the Union and the Confederacy. One purpose of this law was to relieve any fears of Union states that needed the river to transport and to receive products. It also was meant to drive a wedge between the Union states on the issue as to whether the Southern quest for independence was to be opposed or left alone.
Texas joined the Confederacy in 1861
From the very start of the Civil War, in the year 1861, the North(Union Army) controlled over 80% of the shipyards as well as steamships, river boats, and the Navy. Obviously, this gave the Union a tremendous amount of leverage due to the subsequent monopoly over the local river systems and as well as the entire southern coast.
