Governor John Evans of the Colorado Territory wanted to develope the territory for the white man but the Indians would not sell their land and would not live on reservations. Increased migration of whites into the gold fields only angered the Indians and attacks on the miners followed. A volunteer militia was organized to end the violence and was led by Colonel John Chivington. In September of 1864 Indian and white representatives meet near Denver. Although no peace treaty was signed the Indians afterward reported to army posts and then camped nearby as a sign of peace. Chief Black Kettle and his band of about 600 Southern Cheyenne and Arapaho had reported to Fort Lyon and then moved north and camped on the Sand River. Upon informing Fort Lyon of his intention to attack Chief Black Kettle's village and even though he had been advised that Chief Black Kettle had surrendered, Colonel Chivington moved his force of about 700 men and supporting cannon into position. Even though Chief Black Kettle had surrendered and had raised an American flag as well as a white flag over his teepee, Colonel John Chivington attacked the village with cannon fire and then with soldiers. As many as 200 Indians were killed and their bodies horribly mutilated by the soldiers. Men, women and children alike were slain in the bloodbath. The atrocities comitted at Sand Creek went virtually unpunished and remain an indelible stain on the history of the United States.
