In Animal Crossing Wild World They say you garbage is the problem with the environment but there is none what do you do?

I think it means that you need to go fishing. If you go fishing you will sometimes catch garbage. Once you catch it don't drop it on the ground or anything, just bring it to the town hall and put it in the recycling bin. (Which is the green box thing on your right when you walk in.
