No you cannot, They're very strict on thevehicle condition. In fact if you have a small crack in the windshield they'll make you rebook the test because your vehicle is a safety hazard. How the hell are you going to do any of your checks properly with out the right side mirror? This is a common sense. I really hope this question was not legitimate.
Doesn't matter if you live in any State in the U.S., or even in Canada you most certainly can get a ticket for not have a passenger side mirror because they are there for safety purposes. I must admit that in Canada an police officer is more likely to give you a warning to get it fixed and not a ticket.
