In Fallout 3 The Pitt Everett is in the abonded area and he wont talk to you and you cant gave him your steel ingots what do you do to fix this?

I'm fairly sure I know what's happened here. Considered how rampant this problem is documented on the web, I'm surprised I haven't seen anyone state this theory.

Midea starts the quest "Unsafe Working Conditions" where you're asked to collect 10 steal ingots AND GIVE THEM TO EVERETT.

If instead you collect 10 or more and bypass Everett to go straight back to Midea to complete the quest, you just bugged yourself.

You'll notice the ingots are weightless during this quest. They read 1lb, but they don't add to your weight. That's because they don't become a real world object until you perform the 10 ingot turn-in before the quest completes and subsequently get the "Steel for the Mill" note update, which affords you the subsequent turn-in options.

So if you complete the quest first, and THEN talk to Everett (he approaches you after you beat the 3round arena fights), he takes the initial 10 ingots from you and gives you the note update, but his script can't complete because the quest is no longer available.

Subsequently, all remaining ingots, collected or otherwise, are keyed as weightless undroppable quest items and unavailable for turn-in. I'm going to have to do this over again myself. Yay. This time, I will turn in the initial 10, complete the quest, complete the arena fights, collect my confiscated gear (white footlocker when you step out of the arena drainpipe), and then collect the remaining 90 ingots. I'll probably test Everett with the first 10 or 20 of those to make sure (and verify I can drop them).
