Most towns, cities, etc. make have their own traffic laws. Although some state laws also apply, depending on the offense. In general, a non-moving violation does not add points on a license.
Violating a stop-sign by failure to make a full stop, or stopping beyond the required point(as when you spot the cop a bit too late) is not considered a NON-moving violation. Failure to stop when/where required is after all, continued MOVING, when & where you should have been stopped.
