In Innocent Life Harvest Moon when do you get livestock?

You get when you have 4 blue jewels and put them at your far.

To get chicken, sheep and cow you need to talk to that guy that works with it (Jonathan).

He will send you a robot (first one will be the chicken) them go watch tv (world ranch) and there you can buy the animals.

Note: At first you only buy chickens since you bought them talk to the same guy and he will send a sheep robot and so on.
