The laws vary from place to place. In a few states, children are allowed to have alcohol under the supervision of their parents, not any other adult. There are still age limits in effect and the exceptions are very limited. Any adults giving alcohol to a minor can go to jail and or have a fine. And the 'adult' supervision can get arrested as well - and charged with various things including 'contributing to the delinquency of a minor,' 'providing alcohol to a minor,' etc.
Yes but ONLY if there is an adult over the age of 21 monitoring them. Preferably the parents or legal guardians. The person who purchased the alcohol and allowed the minor to have it and left them unattended would be contributing to the delinquency of a minor, which is against the law.

In FL when a minor legally marries they are automatically emancapited. That means that they are free from parental control and supervision. However, that does not mean that they have all the rights/privileges of a legal adult. For example, they still can't vote, drink, etc.
