Its still there. Right Click on a text file, select OPEN WITH > NOTEPAD. What build number are you running. Not sure about older builds but with 7600, the RTM, it's there.
Editing the hosts file in Windows is very similar to doing it in XP, except that you need to be an administrator to save your changes. First, open Notepad as an administrator.
