You may see the blue question mark around some major Alliance Capitals. Those are the Alliance Commendations, which, you can't get anymore. They are old, and the only reason they still have the NPCs (non-player characters) there to take them is for the people who still have them from a while ago. SO, to answer your question, you can't get them anymore.
