This could be a valet switch for an alarm system or a remote starter. usually it will have a red rubber tip. The previous owner probably installed the switch to power an aftermarket accessory (neons, foglights, etc.). If there aren't any "extra features" on your car then it probably does nothing, because the owner most likely took their neons or foglights with them. The best thing to do is to follow the wires and find out where they lead to.
