The membrane that surrounds a cell is made up of small particles called phospholipids. These have a hydrophilic (attracted to water) head and tow hydrophobic (repelled by water) tails. Since the environment a cell is in is mostly made up of water these automatically arrange themselves to form a layer where the tails are on the inside and the heads form a watertight barrier on the outside. The inner side of this membrane is also like this due to the high concentration of water inside the cell.
