You should actually wait until the cord has stopped pulsing completely because this means that the baby has had that last transfusion of blood. If it is cut too soon the baby misses out on all that blood which could make it anaemic and less healthy than if it has a full amount of blood - I think it's something like 20% of its total blood volume if you wait. Think about what happens to an adult if they loose a large amount of blood and the effect it has. It should also make the delivery of the placenta a little easier as all that blood has been transferred from the placenta to the baby.
