There were possibly THREE types of 'cubits' used in The Bible.
The 'common cubit', used in most measurments, was the distance from a man's elbow to the tip of the middle finger. (Deuteronomy 3:11) equaling about 17.5 inches.
Another larger cubit was also used (which was one 'handbreadth' (or 2.9") longer than the "common" cubit, or about 20.4". (Ezekiel 40:5)
Another was a short cubit (15 "), measuring from the elbow to the knuckles of the clenched hand.(Judges 3:16, footnote).
