A minister serving in the United Kingdom Government (currently Conservative) will have a shadow minister in the official opposition party (currently the Labour Party). For example, the Prime Minister Teresa May has Jeremy Corbyn as the Shadow Prime Minister.
The shadow minister can deliver a fatal blow to a government minister, either concerning matters of professional or personal conduct, or of policy. Shadow minister is not a minister or a cabinet. They basically disagree to the opposing team.

as in the oppostion in government? wrong catogory? however, the opposition of the government "keep the government in line" they have a shadow member for each cabinet, eg shadow treasureuer, and each shadow minister whatches the real minister - his/her announcements, reports, actions, incase he does something in appropriate, and then reports this to the general public, often through the media. example, the recent budget released in Australia had miscalculations, the shadow treasuerer found thses by reading the budget, then revealed it to the media to gain negative attention to the government. in effect, this is done to discredit the public image of the government, so that next time voters are polled they might vote instead for the opposition, for fear that the current government are discieving them or plain incapeable of the job.
