Arbiter tries to kill the sergeant and keeps the girl that I forgot the name of as a hostage. So the answer is yes.
before halo 3, Arbiter was one of the covenant leaders. He was very strong and took commands from the prophet of regret. He later fought with Sergeant Forge and was almost killed but somehow survived and joined the UNSC. (you can play as him in halo 3 co-op campaign.)

I like them all but halo wars is the only one that's not like the rest.I got a demo...not bad it is kinda fun!
I don't think there will be, the first one got a really bad review.
Halo Wars is rated T... unlike the other Halo games which are rated M. Though I have not played it myself (as I have a PS3 not an XBOX 360) I don't think it would too nappropriate. I'd say for kids age 13 to 14 and up. Below that though... absolutely not.
