Why did the arbiter turn bad in halo wars?

before Halo 3, Arbiter was one of the covenant leaders. He was very strong and took commands from the prophet of regret. He later fought with Sergeant Forge and was almost killed but somehow survived and joined the UNSC. (you can play as him in halo 3 co-op campaign.)

Halo Wars is rated T... unlike the other Halo games which are rated M. Though I have not played it myself (as I have a PS3 not an XBOX 360) I don't think it would too nappropriate. I'd say for kids age 13 to 14 and up. Below that though... absolutely not.
