If he doesn't have a girlfriend or wife or anything, then you could call him and just ask him if he'd like to go out for coffee (or something else). Just make sure it'd be a casual place and something that friends could do so you don't freak him out or anything. Even a movie could work, because friends go to movies too. Before trying to make any advances you should find out if he likes or loves you back so there isn't any confusion or any of the "awkward silences" or "weird moments". Just be careful and don't try to make him feel like he's being "pushed" into a relationship. If you do get him make sure you date casually first and gradually move forward in the relationship. It takes time to build a good relationship that will last, it can't be done overnight.
Also, don't say "I love you" for a few months after you start dating him unless he says it. I'd say wait atleast 2-3 months. Otherwise you could get the "I think we should see other people because...." or "We're moving too fast why don't we take a break?". It could also freak him out.
I also suggest reading the book "Catch him Keep Him" (It's an ebook and can be found at http://www.catchhimandkeephim.com/ebook/index.asp its about dating & relationships & getting the guy... The things in the book worked great for me.) Good luck gettin your guy.

yes of course! There's nothing wrong with calling someone if you truly are in a serious relationship with them! Plus, there may be some unknown reason why he hasn't called or texted her. You never know until you ask.
