If the controls on the steering wheel are mixing up or not working odds are the rotating electrical contact ( clock spring) is failing. Replacing it should fix the problem. When mine failed I experienced the following symptoms. First the air bag light came on. Later the audio controls would mix up then the horn and cruise control stopped working.
replace the whole steering wheel cause once the buttons have melted??...they wont work anyway.
If you mean the CONTROLS on the steering column (audio and cruise control buttons) are not working, there is a module buried deep within the steering column that allows the wiring from these controls (as well as the airbag) to maintain their connections to the vehicle circuitry even while the steering wheel is turning. It is called a "clockspring", and it's a bear to replace. Runs $350-500 at the dealer. This problem is very common to the LS.

The horn fuse is under the hood next to the battery. It also controls the power to the steering wheel's cruise control buttons. The fuse is 10 amp.

From new they would have been controls for the radio. Volume, Station, Cd/Radio, etc. I

On some models they are actually not back-lit. However, on those that are back-lit, I believe there are LED lights under the buttons.
Radio/CD volume controls. If you press both buttons at the same time it will also mute either the CD or radio. You will also notice a strange knob thing on top of the volume control unit, this is to tune the radio.
