That all depends on why your license was suspended. Without knowing why your license was suspended, there is no means of determining what you need to do to get it back.
I let my series 6 and 63 licenses lapse in June of 2014 because I no longer needed them. I had my resident license in Alaska and non-resident license in Oregon. I am now going to work for a company in Oregon where it would be beneficial to have these licenses back. Is it possible to reinstate them without having to retake the tests? And, if so, how much would it cost for me to get them reinstated?
As long as you haven't committed a traffic infraction that would keep you from holding a license, you can do it...but you'd have to move back to Washington and surrender your Idaho license, because you can only hold one driver's license at a time.

If your state will allow you to reinstate it at any drivers licence office (or whatever your state calls them), then the county or city you do it in shouldn't matter.
Your license will be suspended until you pay the ticket. Once you do that, the court will clear the ticket and reinstate your license with the DMV.
