The custom shapes can be created using the pen tools within Photoshop, you can create them via work paths, you can use type to create custom shapes by converting a letter or more into a custom shape. Personally, I use Illustrator to create custom shapes and copy the shapes to Photoshop and then use the define custom shape command (found in the edit menu)

Paint can add text to photographs. Open the photograph in paint and then click the text tool along the toolbar at the top. If you want better options there is this program called GIMP which is like photoshop which lets you create very stylish text overlays.

what you mean by requirements? You can create images for web, layouts for web page and save it through command File > Save for Web & Devices
I would only use Photoshop to create effects with type or for photograph editing/special effects. A page layout program like InDesign would be used to design a whole magazine.
