Yep, unless you're playing a game like Holdem and the board has five higher cards than the player.
For instance, if the board is 369j4 and one player has kq and the other has a2 the Ace high wins, so the pot goes to the player with a2.
But.. if the board is say..
ak99j8
the players have 36, and 45, then the best hand either player can make is actually ak99j8. So they'd share the pot.
