The government must keep up with nuclear technology with regard to weaponry for the simple fact that other nations are armed in like fashion. If we disarmed, other nations who have nuclear weapons would not (because some of them are really evil). We do "use" them (in a sense) to remind the despots and terrorists of the world that we have them. Failing to maintain armament superiority in the eyes of the world would be tantamount to being the kid who gets beaten every day by bullies in the school-yard.
