Fist of Guthix in the wilderness. They give you free attack runes at the start of every game. Also the magic dummies in Lumbridge. The dummies only give splash cast experience even if it hits though, but do not give hitpoints experience. Other than that I'd suggest the Black Knight in Port Sarim Jail, or Ice Giants in the dungeon where you mine Blurite. Also for members you can use Tears of Guthix minigame if it just so happens to be your lowest skill.
