In runescape what is the best non member staff like is there any staffs that have two types for example a lava is fire and earth?

It depends on what you need, but a fire staff is the most expensive for non member. There are no two types of staffs together for non-member. Sorry

What do staffs do in RuneScape?
Well their good for mage in non-members only nobbish members wear them normal staffs and magic staffs are useless but I'm your non-member i would recommend air staff becaise all the fire, earth staffs etc. allow you to have infininte use of that rune (don't even need them in your inventory) and you need air runes for nearly every spell, water staffs are also good because for noobs water runes can get expensive.
Can a talisman be taken off the staff runescape?
i dont think so but i think there are sertain staffs that i cant think of the name and those may be able to but if your talking about the regular air and fire earth etc. staffs i dont think so plus it would just be cheaper to find whatever talisman your looking for of the grand exchange ive gotten some that way
