Lumbridge, go South across bridge from the Castle, then head east until you come across a small farm to the north, there should be chickens in there.

You can't. That is impossible. The only way to get feathers on Minecraft is from chickens.

Chickens are pretty much placed near most farms around runescape, and theres birds ( cant be attacked ) at all hunter grounds.
They float.Ducks feathers are covered in an oil which their glands produce, this oil prevents the feathers from getting soaked. So when you see a duck "cleaning" its feathers, it's actually distributing this oil.
You can find them with in Taverly Dungeon, Evil Chickens lair or the Chaos Tunnels, they can be seen inside lava maze as well. ( not including King Black Dragon )
no chickens eat everything, sometimes i think they are more like pigs then pigs are. I actually fed my chickens catfood when they were molting, gave them extra protein for growing back their feathers.
Chickens are able to find food by themselves from a very early age, however, unless their feathers are fully grown, they are not really ready to be outside all day, unless there is a heated lamp they can sit by.

If you are talking about in the dungeons, you have to search all the rooms to find them. They will be called stuff like blue shield, yellow crescent, red wedge, ext.
It is usually quite obvious. Feathers lose luster, the birds are inactive and listless. Obvious signs of malnutrition, panting, sores. Don't confuse molting with general lack of care however. A well cared for flock can appear very poorly maintained during a molt. Feathers can be missing and what feathers are left are often disheveled and falling out.
