Honestly I don't know what the gamemakers were thinking when they decided that, however i would like to let you know that there is a Sims 2 Pets game (avabile on wii, Nentendo DS, n others) where you can have dogs n cats (n fish n a hampster thing)
if it is sims 1 get sims unleashed if it is sims 2 on ps2 can't but on PC get pets sims unleashed and sims 2 pets are the only games where you can have pets and i don't know about sims 3 haven't played it yet
