Puerto Rico is not a state; however, keep in mind that the District of Columbia received its three electoral votes with the 1961 passage of the 23rd Amendment to the United States Constitution and it is not a state. Due to this, it stands to reason that the American territories should have a say in their Commander-in -Chief. Citizens from these territories are subject to military draft, but have no right to vote. Would it not be reasonable to create and pass a new constitutional amendment that would guarantee Puerto Ricans and other territorial American citizens the vote in the United States?

Well, Puerto Rico is a US territory... you make the math. Puerto Rico is not poor, but is not rich either. If Puerto Rico become a state of the Union will become the poorest state. But if we compare with other contries around PR, PR is way above them.
