Correct nor the president. The founders of the constitution didn't think the population of the colonies had enough understanding of how a democracy works. There were people from many countries in the colonies and all had lived under monarchies so didn't understand to concept of voting. Washington wrote that to keep a democracy viable that education was needed so people could understand the constitution. One of the problems we have today is that many schools have quit teaching United States history and government or are teaching revisionist history to fit their political agenda. This is one reason there is a lot of confusion concerning the branches of government and the separation of powers.

No senators vote in the house of representatives. Senators vote in the Senate.

Originally, the only ones that voters could vote for were the Representatives. Voters were able to vote for Senators when the 17th amendment was passed in 1913. As of now, voters don't directly vote for the President since it's still an honor held by the electoral college.

The Seventeenth Amendment now said that the people can vote for senators instead of them being elected by the state. In a democracy, it's for the rights of the people and people can now elect their own senators.
